Why PPC software costs so much

Most PPC platforms charge a flat fee plus a percentage of the ad spend they manage. That model works for the platform: the more you spend, the more you pay, whether or not the tool improved your ACOS. For a seller spending $1,500 per month on ads, a $250 minimum is already a sixth of the budget before a single bid changes. A tool only pays for itself when the waste it removes is bigger than its fee, and on a small account that bar is hard to clear.

What a small account actually needs

On most small accounts the money leaks in three places. Search terms that take 10 or 20 clicks and never sell. Bids that were set at launch and never moved, either too high on keywords that do not convert or too low on the ones that do.
